The artist and David Patten were appointed as co lead artists for the public art campus development programme at Sheffield Hallam University. Project Leader Peter Downey explained the aspirations as "a major cultural opportunity for the university and for the city. The new campus will be a gateway into the heart of the city and it gives us opportunities to develop public art as an integral part of the plan. Other artist will be involved but the lead artists will be the core of the public art project".

The Art Strategy documents focused on a concept and philosophy for public art, on themes and materials, and identified thirty routes and sites for artworks and events. Taking as conceptual basis the stone, steel and water on which Sheffield was built, the co lead artists were commissioned for the first two permanent interventions including the master planning and design of the Amphitheatre entrance in collaboration with Shepherd Design and Build.
